			<content:encoded><![CDATA[<p><strong>Richmond, IN </strong>(May 7, 2012) – Berry Plastics Corporation in Richmond will receive a $71,850 Economic Development Income Tax (EDIT) grant from the Economic Development Corporation (EDC) of Wayne County.  The company will be adding new equipment to expand their product lines.  They will create 10 new jobs and invest $4.4 million in the project.  Mark Smith, Chair of the EDC of Wayne County Board of Directors says this is just another example of how important our existing companies are to the community.  “Berry Plastics Corporation is making an investment and creating jobs for our community.  We’re happy to be able to work with them on this project.”</p>
<p>The EDIT grant will be used to help offset the cost of the purchase and installation of new equipment and to assist with the required training of staff.  Berry Plastics Corporation has approximately 80 facilities worldwide.  The Richmond facility produces packaging for food as well as provides the printing for the containers.  Richmond Mayor, Sally Hutton says this is a great project for the community.  “Berry Plastics has numerous locations where expansions can occur.  We’re thrilled they’ve chosen the Richmond location for this project.”  The request for funds will now go before the Wayne County Commissioners. </p>

<p>Total cost of the project is estimated to be over $3 million.  The project will create 10 new full-time positions.  Hiring could begin early in 2013 with construction and equipment installation completed by mid to late 2012.  Richmond Mayor Sally Hutton says the expansion is good news. “We’re pleased that Suncall America, Inc. has decided to expand inRichmond.  New jobs and new investment is good news for our community.” The request for funds will now go before the Wayne County Commissioners for approval.</p>

			<content:encoded><![CDATA[<p><strong>Richmond, IN </strong>(May 7, 2012) – B &amp; F Plastics, Inc. in Richmond will receive a $13,000 Economic Development Income Tax (EDIT) Grant from the Economic Development Corporation (EDC) of Wayne County.  The company will be adding new equipment to expand their product lines.  B &amp; F Plastics manufactures numerous products from thermoplastic and recycled rubber as well as custom plastic sheet extrusion. The company will invest $910,890 and will create 8 new, full-time jobs. The grant will be used to offset the cost of the new equipment.  Richmond Mayor Sally Hutton says, “I’m excited to see this company grow in our community.  New jobs and new investment is always good news and we look forward to working with B &amp; F Plastics far into the future.” </p>
<p>The EDC provided an EDIT grant in 2010 to help retain the company in Wayne County.  Mark Smith, Chair of the EDC Board of Directors says, “This was a retention project for the EDC a couple of years ago.  This year it’s an expansion project. The company fulfilled the requirements of their previous grant well ahead of their deadline.  We’re happy to be able to work with them again and glad to have the expansion, investment and new jobs here in Wayne County.”  The request for EDIT funds will now go before the Wayne County Commissioners for their consideration.</p>

			<content:encoded><![CDATA[<p><strong>Richmond, IN </strong>April 2, 2012) – Silgan White Cap in Richmond will receive a $29,000 Economic Development Income Tax (EDIT) Grant from the Economic Development Corporation (EDC) of Wayne County to purchase new equipment and provide training for employees using the equipment.  The new equipment provides a change in technology that will lead to a significant reduction in the materials used to manufacture the new product. The company manufactures metal and plastic caps for the food and beverage industry.</p>
<p>Mayor Sally Hutton says Silgan White Cap is an important part of the Richmond business community. “We’re very happy that Silgan White Cap is bringing new technology to the Richmond plant.  It’s important that our existing businesses are able to increase their productivity and efficiency to remain competitive and keep jobs in our community.”  The Richmond facility is among the most diversified metal operating facilities in the Silgan system. The facility has the capability of producing steel, aluminum and composite extruded products. </p>
<p>Silgan White Cap will make a significant investment in the project.  Mark Smith, Chair of the EDC of Wayne County, says this is the second project the EDC will work on with Silgan White Cap.  “The company fulfilled the obligations of their previous incentive agreement.  We’re thrilled to be able to work with them again to increase their competiveness, as well as retain a number of full-time jobs.”  The request for funds will now go before the Wayne County Commissioners for approval.</p>

			<content:encoded><![CDATA[<p><strong>Richmond, IN</strong> (March 28, 2012) – Officials broke ground on Phase II of the Midwest Industrial Park in Richmond, Indiana. The infrastructure improvements will lead to the opening of 166 acres of new industrial land adjacent to Interstate 70 and a Norfolk Southern Rail mainline. The Economic Development Corporation (EDC) of Wayne County partnered with the City of Richmond in the opening of the much needed space in the Midwest Industrial Park. The first phase of the park is nearly full. Mark Smith, Chair of the EDC of Wayne County Board of Directors, says the project has been in the works for over two years. “There has been a significant amount of collaboration between the EDC, the City of Richmond and Wayne County to bring the project to this point.” </p>
<p>The City of Richmond will fund the project, including, roads, utilities and storm water detention.  Richmond Mayor Sally Hutton says the newly available land will be important for economic development efforts.  “It’s important to have a number of different site options available for either new investment opportunities or expansions of our existing businesses.  This new phase of the Midwest Industrial Park will allow us to be more responsive to site requirements.” Contract for construction was awarded to Milestone Contractors in the amount of $1,493,250.  The EDC of Wayne County invested $41,600 to develop subdivision plans.  Plans were developed by Beals – Moore and Associates. </p>
<p>Phase II has received Shovel Ready certification from the Indiana Economic Development Corporation’s program.  The certification helps to expedite the site selection process. Shovel ready sites are also listed on the state’s Site Locator for easy access by site selection consultants. </p>

They will also purchase new manufacturing equipment and provide training for staff.  Tim Rogers, President/CEO of the EDC of Wayne County, says Golden Engineering is a great project for Wayne County. “We are pleased to be able to assist Golden Engineering with their expansion needs. This is a great example of a growing small business that uses cutting edge technology to produce products that are sold all over the world.” The company designs and manufactures portable X-ray machines and related equipment used in industrial, security, and forensic investigation applications. Roger Golden, President of Golden Engineering, says Wayne County has been a very good location for their business.  “We have found a talented and loyal workforce here.  The location is convenient for transporting our products to customers around the world. With easy access to I-70 and three international airports close by, it is convenient for customers to visit our facility.  We are grateful for the assistance provided by the EDC with this expansion project.” </p>
<p>Golden Engineering plans to invest $702,000 in the project creating two new full-time jobs and bringing total employment to 27 full-time employees. The expansion gives Golden Engineering the space required to add four new products.  Golden says the expansion allows the company to keep all of their operations in one location, and it gives them the space necessary to better reach the development and manufacturing potential that exists for their range of products.  Centerville Town Council President, Dan Wandersee, says he’s excited about Golden Engineering’s plans. “We’ll work with them any way we can. <p>Richmond, IN (February 2, 2012) – Today Perpetual Recycling Solutions announced its plans to open a new, food-grade rPET recycling facility in Richmond, Indiana. The company selected Richmond for its location because of the community, people, and infrastructure to support success. Its plant will produce more than 110 million pounds of quality rPET flake annually for customers throughout the U.S. The plant will fill a critical void in the recycling chain, turning PET recycled bottles and thermoforms into food grade flake.</p>
<p>Perpetual Recycling Solutions will begin repurposing a 100,000 square foot facility in Richmond in mid-February. The building will transform to become one of the largest recycling facilities of its kind, making Perpetual Recycling Solutions the largest producer of food grade rPET Flake in North America.</p>
<p>Perpetual Recycling Solutions CEO, David Bender, said, “We are excited to become one of the largest food grade manufactures of recycled PET plastic flake.  By incorporating our 24 years of experience from Pure Tech Plastics, combined with state of the art technology, we are able to offer Brand Owners the quality and safety they require to expand their sustainability efforts.”</p>
<p>The facility is unique in the U.S. because it will be the first plant dedicated to produce and sell a high-quality, food grade recycled flake material. Customers nationwide will benefit from this new facility, which will get its materials from deposit raw material and curb-side collection. Perpetual Recycling Solutions’ processes, unique equipment portfolio, and ingrained commitment to quality allows the company to turn collected material into quality, food grade rPET for its partners and customers. England Global Transportation, the nation’s largest refrigerated trucking company and premier commercial truck driving school, announced they will locate a new instructional facility in Richmond, Indiana at the Rose City Business Park. The company plans to invest $2,240,500 and create 35 new jobs.</p>
<p> The EDC of Wayne County is providing an Economic Development Income Tax (EDIT) grant of $90,000 to assist with renovations to the existing building and land improvements, as well as training for new employees. However, the company has announced it will use the money and match the grant for a total of $180,000 to provide to residents of Wayne County coverage of tuition costs to attend C.R. England’s school with a six month driving commitment from the students.  Tuition per student is $2,995. </p>
<p> The existing building will be used for classrooms and office space.  Surrounding property will be developed for a driving range and potentially house a future Commercial Driver’s License (CDL) testing center.  Thom Pronk, corporate vice president – recruiting, training and safety, C.R. England says “The school will educate roughly 65 new drivers weekly.  At any given time, 120 plus students from various parts of Indiana and surrounding states will be residing in Richmond and contributing to the growth and vitality of the city as they boost the local economy.” Graduates of the program will have guaranteed employment with C.R. England. </p>
<p> Chairman of the EDC Board, Gary Hackman, says the EDC is happy to partner with C.R. England on this project.  “Distribution and logistics is one of our target industry sectors.  We’ve heard many times about the shortage of qualified truck drivers.  Having an institution like this locally will not only strengthen our workforce, but assist in reducing the critical shortage in a much needed employment sector.”</p>
<p>Staff will include three management level positions as well as a physician and a medical assistant to perform driver physicals and provide drug testing and other medical assessments. The majority of the staff will be licensed with the State of Indiana as CDL instructors.</p>
<p> Mayor Sally Hutton says there are many opportunities for Richmond resulting from this project.  “Richmond will become home to an excellent training facility that will draw students from all over.  They will stay in area hotels and eat and shop in local businesses. In addition, 35 new skilled and semi-skilled jobs are created using an existing building that was previously underutilized.” The request for EDIT funds will now go before the Wayne County Commissioners for their consideration.</p>

This is the second expansion for the company in two years.  According to Jeff Power, Vice President of Human Resources, “We feel that we have had a positive experience relocating, moving much of our manufacturing to Richmond. Because of that, we continue to seek ways to optimize the use of the existing facility as well as expand if and when necessary. Additionally, the city of Richmond and the EDC have been very generous which obviously helps make our decision.” The request for EDIT funds will now go before the Wayne County Commissioners for their consideration.</p>

In addition, the company will expand its injection molding operation to manufacture two-shot injection molded parts.  Both expansions will lead to the creation of 30 new jobs.  The EDC of Wayne County is providing an Economic Development Income Tax (EDIT) grant of $52,000 to assist with the purchase and installation of new equipment for the expansion projects, as well as training for new employees.  Gerald Davis, Plant Manager, says Richmond and Wayne County have created a positive environment for business, “We are very thankful to the EDC and Wayne County communities for creating an atmosphere where business expansion is a pleasure.  The EDC staff has done a great job assisting us throughout the process.”<span id="more-1177"></span></p>

			<content:encoded><![CDATA[<p>Grafcor, Incorporated, a division of Innomark Communications, will receive a $24,000 economic development income tax (EDIT) grant from the Economic Development Corporation (EDC) of Wayne County.<span id="more-231"></span> The grant will be used to assist the company with the purchase and installation of new printing presses that will increase the company&#8217;s competitiveness and technological advantage. Grafcor prints large format, point-of-sale (POS) displays for the global retail sector. “Grafcor is a great company that has been in Wayne County since 1993,&#8221; according to EDC board chair, Gary Hackman. “We&#8217;re happy to partner with them and hope for their continued success.&#8221;</p>
<p>The company will invest $265,000 in the new machinery, retaining 18 existing jobs and creating 4 new jobs. Richmond Mayor, Sally Hutton, says helping the company remain competitive is important. Hutton continues, “In the current economy, every job we can keep in Richmond is important and we&#8217;re glad they are continuing to invest in Richmond. We look forward to working with them for many years to come.&#8221;</p>
<p>The request for Wayne County EDIT funds will now go before the Wayne County Commissioners for their consideration. Wayne County Commission President, Doug Williamson says, “It&#8217;s important to keep our existing businesses strong now and into the future. We&#8217;re glad to see a company like Grafcor make an investment to remain competitive in a tough industry.&#8221;</p>

<p>Grafcor, Inc. opened their Richmond operation in 1993. The company prints large format, point-of-sale displays for the global retail market. Customers include Walmart, American Eagle, Gap, Aeropostale, and Abercrombie and Fitch, among others. Products they have done printing for include food products, apparel, auto parts and housewares. A division of Innomark Communications, Grafcor is among 9 facilities located in 6 Midwest states. These projects have resulted in $57.4 million in new private investment in Wayne County. 			<content:encoded><![CDATA[<p>Silgan White Cap in Richmond, will receive a $16,128 Economic Development Income Tax (EDIT) Grant from the Economic Development Corporation (EDC) of Wayne County to purchase equipment that will upgrade one of their composite cap production lines. <span id="more-230"></span>The company manufactures metal and plastic caps for the food and beverage industry. The new equipment will allow the company to increase production and continue to diversify their product line. Mayor Sally Hutton says this is good news for Richmond. &#8220;I&#8217;m thrilled Silgan White Cap is making an investment and creating three new jobs at their Richmond facility.&#8221;</p>
<p>Silgan White Cap&#8217;s new investment will include a new vertical curing oven, new liner equipment, and a new conveyer system. The request for funds will now go before the Wayne County Commissioners for approval. According to Doug Williamson, President of the Wayne County Commissioners, “Any time a business adds jobs, it&#8217;s good news for Wayne County. Once again, this project shows how important our existing businesses are to our county. &#8221; Gary Saunders, President of Wayne County Council agrees saying, “Projects like this strengthen Wayne County&#8217;s economy. &#8221;</p>
<p>The Richmond facility is among the most diversified metal operating facilities in the Silgan system. The facility has the capability of producing steel, aluminum, and composite extruded products. EDC of Wayne County Board of Directors Vice Chairman, Steve Holman, states the EDC is happy to partner with Silgan White Cap on this project; “It&#8217;s great for Wayne County any time a business can find a way to increase production and diversify their product line.&#8221;</p>

<p>Silgan White Cap&#8217;s Richmond facility is an FDA approved facility that manufactures caps for a number of different food and beverage products globally. Steve Holman, Vice Chairman of the EDC Board of Directors says, “As one of the pillars of Wayne County&#8217;s strong plastics industry, Primex Plastics lays the foundation for an even stronger future with this investment. The EDC is pleased to partner with Primex on this expansion project.&#8221; The project will bring the total number of employees to 340. Richmond Mayor Sally Hutton points out, “There will be a diverse spectrum of job opportunities available, and, coupled with the significant investment the company is making, it&#8217;s a great project for the community.&#8221;</p>

Gary Saunders, President of Wayne County Council agrees that this project is good news for Wayne County. “This project means increased investment and more job opportunities for residents.&#8221; Primex Plastics specializes in a diverse number of products made from several types of plastic. The company makes products for industries including automotive, marine, RV, food, and medical, as well as indoor/outdoor displays and signage.</p>

			<content:encoded><![CDATA[<p>Perpetual Recycling Solutions, LLC announced they will site their new facility in Richmond, Indiana creating 55 new jobs by 2012 with an annual payroll of $2 million.  <span id="more-228"></span>The company will locate in the former General Aluminum building that was vacated in 2008. Perpetual Recycling Solutions recycles plastic food and beverage containers into FDA grade clean flakes for re-use by food and beverage container manufacturers.  The company will invest a total of $25 million that will include improvements to the 100,000 square foot building located at 1561 NW 11<sup>th</sup> Street.  When completed, the plant will be capable of converting over 130 million pounds of previously land filled food and beverage containers which is the equivalent of 1 billion plastic bottles.</p>
<p>“We are excited to join Richmond, Indiana – a great community and state &#8211; that enables businesses to grow and offer opportunity” said Perpetual Recycling Solutions CEO, David Bender.  Bender continued, “We represent a green sector of the economy that is growing at 40%. Our work is good for the economy of Richmond and Indiana and good for the environment.  We will create jobs and opportunity and give back to the community.”</p>
<p>The Economic Development Corporation of Wayne County (EDCWC) will offer the company a $350,000 EDIT grant to be used to reimburse the company for expenses related to the purchase of machinery and equipment and the purchase and renovation of real estate.  Chairman of the EDCWC board of directors, Kevin Ahaus, says EDCWC staff has been working for nearly a year on this project.  “We competed against sites located in two other states, Missouri and Iowa, and another site in Indiana.  We are extremely fortunate, in this economic climate, to welcome to our county a new employer and a business that is committed to being a community partner.”</p>
<p>The request for Wayne County EDIT funds will now go before the Wayne County Commissioners for their consideration.  President of the Commissioners, Ken Paust states this is great news for Wayne County. “We are thrilled to welcome Perpetual Recycling Solutions to Wayne County and extremely pleased they chose our county for their new facility.”</p>
<p>The City of Richmond will provide a $125,000 EDIT grant to be used to reimburse the company for expenses related to the purchase of machinery and equipment and the purchase and renovation of real estate.  Mayor Sally Hutton says, “Richmond is fortunate and excited to welcome this great company to our community.  They are a welcomed addition to the City of Richmond and their operations parallel the goals outlined in our comprehensive plan; the creation of sustainable industries and a sustainable community.  We look forward to discussing the many ways we can partner with each other to ensure their long term success in our great community.”</p>
<p>The company will also seek a 10-year tax abatement on new machinery and equipment as well as the purchase of real estate, contingent upon approval by Richmond Common Council.  According to J. Clayton Miller, president of the Richmond Common Council, “The expansion of Perpetual Recycling Solutions into Richmond is great news.  This is a green company which pays its employees well.  Perpetual Recycling Solutions has committed to being involved in our community and is anticipated to be a significant customer for RP&amp;L.  I could not be more excited by this!”</p>
<p>The 14.9 acres accompanying the building will be granted to the company by RP&amp;L pending approval by the RP&amp;L board of directors. Chief executive officer for RP&amp;L, Steve Saum, commented about the project saying, “Richmond Power &amp; Light is excited to welcome Perpetual Recycling Solutions to our community. We are proud of the team effort put forth by the community that made the move possible.  The creation of new jobs for the community, the positive economic impact, and the addition of a new major customer for RP&amp;L are all benefits of this move.”</p>
<p>The Indiana Economic Development Corporation has offered Perpetual Recycling Solutions up to $550,000 in performance-based tax credits and up to $50,000 in training grants based on the company’s job creation plans.</p>

			<content:encoded><![CDATA[<p>B &amp; F Plastics, Incorporated, a company that manufactures numerous products from thermoplastic and recycled rubber will receive a $200,000 economic development income tax (EDIT) grant from the Economic Development Corporation of Wayne County (EDCWC). <span id="more-227"></span> The grant will be used to assist a local management group’s efforts to purchase the company which will retain 54 existing jobs with an annual payroll of $1.9 million and local investment.  B &amp; F Plastics president, and member of the management group, Bruce Upchurch says the purchase could also mean the creation of 26 new jobs by the end of 2012. However, if the management group is unsuccessful in their efforts, the company’s assets could be separated and sold at auction, ultimately resulting in the company’s closure and a loss of the existing jobs. Richmond Mayor Sally Hutton says, “It is critical that we do all we can to support the purchase of the company and the retention of these excellent jobs in Richmond.   As a viable and functioning business, this investment, the retained jobs and potential future growth opportunities are important to our community.  We look forward to B &amp; F remaining as a partner in our community for many years to come.”</p>
<p>The EDCWC board of directors approved the EDIT request at the regularly scheduled October board meeting.  Kevin Ahaus, chairman of the board of the EDCWC says, “The community is fortunate that there is a management group interested in purchasing the company and keeping existing jobs, investment and tax revenue in Wayne County.  It would have been a shame to see this company split up or moved out of state.  This is part of our focus on keeping existing business in our community at the EDCWC.  I am glad we can support B &amp; F Plastics in this effort.”</p>

			<content:encoded><![CDATA[<p>With the purchase of new equipment Transilwrap Company, Incorporated, located in Richmond, Indiana will expand their product line and add 10 new jobs over the next year making a $2.5 million investment. <span id="more-226"></span>The EDC of Wayne County is providing an EDIT grant of $45,000 to assist with the purchase of new equipment and/or for training of new employees. The request for EDIT funds will now go before the Wayne County Commissioners for their consideration. According to Ken Paust, President of the Wayne County Commissioners, “Wayne County wins again with another great expansion project. Transilwrap has been here for a long time and I’m glad they’re expanding here.” </p>
<p>From restaurant menus and book publishing lamination films, to in-store retail displays, nursery tag and label products, to sport board materials like snow boards, Transilwrap’s Richmond facility manufactures laminates and extrusion coatings for a diverse number of products on a global scale. Products are used by the medical, dental, banking, retail and security industries among others, and the company specializes in holograms, transferable or ultraviolet ink receptive and lamination films. The company also has a green line of products that are biodegradable. In addition to green products, the Richmond facility recycles or sells as much scrap as possible, sending less than 1% of plastic waste generated to the landfill. Richmond Mayor Sally Hutton says, “The City of Richmond congratulates Transilwrap on their expansion plans and we are thrilled that they have chosen our community for the expansion project. We’re fortunate to have this great company in our community and look forward to working with them for many years to come.”</p>
<p>The Richmond facility is the largest out of 9 other locations in the United States and Canada, with headquarters in Franklin Park, Illinois. U. S. 			<content:encoded><![CDATA[<p>The<strong> </strong>EDC of Wayne County will provide EDIT funds to a Richmond company which will lead to new jobs and investment for Wayne County. <span id="more-223"></span>Elevator Equipment Corporation, a manufacturer of hydraulics for the passenger and freight elevator industry, was recently awarded a three-year contract to make quality hydraulic jacks for a major elevator manufacturing company.  The contract is renewable at the end of the initial three-year period. Elevator Equipment Corporation will invest $150,000 in new machinery, retain fifty-two jobs and create fourteen new jobs in the next eight to ten months.  </p>
<p>The EDC of Wayne County has provided an EDIT grant of $10,180 to be used to assist with the purchase and installation of new machinery and/or for training of new employees. The company has also received a ten-year tax abatement from the city of Richmond for equipment.  According to EDC Board Chairman, Kevin Ahaus, this is the fifth project the EDC has partnered with this year.  Ahaus says, “We’re pleased to be able to work with Elevator Equipment Corporation on their new expansion.  Activity at the local level appears to be picking up and we’re glad to be able to provide assistance to local businesses as they create new investment in Wayne County.”</p>
<p>The company serves various markets throughout the United States. They provide elevator components, control valves and elevator systems for passenger and freight customers as well as manufacturing services.  According to Richmond Mayor, Sally Hutton, Elevator Equipment Corporation has had a positive presence in Richmond for a long time.  “We’re extremely happy to see their continued success and opportunity for growth in our community.”</p>
<p>The request for EDIT funds will now go before the Wayne County Commissioners for their consideration. Ken Paust, president of the Wayne County Board of Commissioners says, “Elevator Equipment Corporation’s expansion is great news for Wayne County.  Fifty-two jobs will stay here plus fourteen new jobs will be created because of this company’s investment.”</p>

			<content:encoded><![CDATA[<p style="text-align: left;">The town of Milton has received permission to begin construction on a $5 million wastewater collection system.  <span id="more-222"></span>The town will receive $1,170,250 in Community Development Block Grant (CDBG) funds from the American Recovery and Reinvestment Act (ARRA) of 2009, along with a $616,385 loan and $3,735,000 grant from the State Revolving Loan Fund for a total project cost of $5,521,635. </p>
<p style="text-align: left;">Donna Powell, President of the Milton Town Council says the town is very fortunate to receive this funding, which will keep monthly sewer bills for residents to around $65, the lowest possible to install the badly needed wastewater system. She credits State Senator Allen Paul for assisting the town in their pursuit of funding, “Senator Paul has been very receptive to the issues and concerns of the residents in Milton and has worked very hard to help us find solutions to improve our town. We really appreciate all he has done on our behalf.” </p>
<p style="text-align: left;">Powell also credits the various organizations working for the town on this project including the EDC of Wayne County who is providing grant administration and project development services, along with the Eastern Indiana Development District.  Strand Associates, Incorporated is the engineering firm on the project. </p>
<p style="text-align: left;">As with many small towns in Indiana, Milton faces failed and failing individual septic systems on lot sizes that are too small to be corrected according to today’s ordinances.  In instances where new septic systems could be installed residents are looking at costs upward of $10,000.  The installation of the wastewater system will allow home owners to correct their failing septic tank issues, improve property values and allow new home construction to occur as well as possible business development.  Construction on the project could begin in May. <em> </em></p>

The company manufactures a wide range of injection molded products and provides services including complete turnkey projects, part design, design and construction of molds as well as production. </p>
<p style="text-align: left;">Hagerstown Plastics is investing $260,000 in the expansion project.  The EDC of Wayne County has provided an EDIT grant of $6,825 from the consolidated EDIT fund to assist in the purchase and renovation of the facility and/or for the training of employees.  Once the EDC Board of Directors approves the application, the request goes before the Wayne County Commissioners for their consideration.</p>

			<content:encoded><![CDATA[<p>Nearly 30 new full-time jobs and a combined investment of $1.6 million will happen in Wayne County with the announcement of expansions in two Richmond companies.  <span id="more-219"></span>Reel Options, a division of Vandor Corporation, and J. M. Hutton Company, Incorporated, will both purchase new equipment that will allow the companies to expand their product lines. The Board of Directors for the EDC of Wayne County approved EDIT applications for both companies in their regular board meeting.  J. M. Hutton Company, Incorporated will receive $18,080 to put toward the purchase of a building and equipment and Vandor will receive $15,640 to put toward the purchase of new machinery.J. M. Hutton Company, Incorporated, a casket and metal stampings company, is purchasing an adjacent building and new laser cutting machinery.  The new machinery will allow the company to perform work in-house rather than outsourcing to other locations.  The company is investing over $675,000 and creating 11 full-time jobs.  They currently employ 94 people.  </p>
<p>Reel Options, a division of Vandor Corporation, is purchasing new machinery to add a new product line creating 16 new full-time jobs with an investment of $975,000.  The Reel Options brand was developed by Vandor in 2000 to provide packaging reels injection molded from reprocessed plastic.  The new machinery will allow the company to produce plywood reels and utility spools. The company serves the electrical conductor, wire and cable and cordage and hose industries.  Vandor Corporation specializes in custom chipboard and corrugated fiberboard components for the funeral industry. They currently employ 65 people.</p>
<p>“Richmond and Wayne County is fortunate that in the current economic climate we have companies finding opportunities to create investment and jobs,” says Richmond Mayor Sally Hutton.  Hutton continues, “It just proves how important our existing businesses are to our community and we’re thankful they made the choice to expand their companies in Richmond.” </p>

			<content:encoded><![CDATA[<p>The customers of Richmond Power &amp; Light will see approximately a 6% decrease in rates for the beginning of 2010. This comes after a rather turbulent 2008 and 2009. Some factors contributing to the ease in rates are; the overall demand for electricity has been steadily falling, RP&amp;L is purchasing less coal, and the wholesale price for the electricity that RP&amp;L has to pay has fallen as well. This is good news for all of the customers of Richmond Power &amp; Light for the beginning of 2010. <span id="more-218"></span>This price decrease will affect all customer segments.</p>

<p>MT. STERLING, Ill. – Dot Foods, the largest food redistributor in the United States, is partnering with Food For the Poor and its food manufacturer partners to generate 100 truckloads of food products and transport them to Haiti as soon as possible. In addition, Dot will match all employee donations made to the Haitian relief effort and plans to immediately send two truckloads of product to Haiti on top of the monthly truckload donation it has been providing for the last 10 years. <span id="more-217"></span><!--more--></p>
<p>Dot and FFP are coordinating efforts to reach out to Dot’s manufacturers for food donations. Dot and FFP will then facilitate the transportation of the product. They will move the food from any plant or warehouse where the manufacturer has the product to ports in southern Florida for the transfer to Haiti.</p>
<p>“It is with great empathy for the Haitian people and consistency with our values that we have organized an immediate response to this cataclysmic event,” said Pat Tracy, chairman of Dot Foods. “It is our intention to provide significant relief in this worldwide effort by contributing food, transportation services and money. I have had the opportunity to visit the slums in Port-au-Prince and the poverty is so widespread and so complete in the country of Haiti that it truly makes it a heartbreaking catastrophe.”</p>
<p>Dot also is matching its employee contributions to the Haitian relief effort dollar-for-dollar. All of the money Dot’s employees donate along with Dot’s match will be sent directly to FFP. Dot has been working with FFP, the largest international charity in the United States, for 10 years, delivering a truckload of food product to Haiti every month.</p>

			<content:encoded><![CDATA[<p><strong>INDIANAPOLIS</strong> (Sept. 23, 2009) &#8211; Seven sites across Indiana earned the title of &#8216;shovel ready&#8217; today, paving the way for businesses to quickly locate new operations on property ready for development.</p>
<p>The seven new sites located in Blackford, Daviess, Madison, Monroe, Orange, Vigo and Wayne counties join the list of 48 other &#8216;shovel ready&#8217; sites identified by the state since 2006 that have undergone extensive title work, proof of ownership, legal and environmental review and qualify for expedited permitting with state regulatory agencies.</p>
<p><span id="more-215"></span></p>
<p>&#8220;With more and more companies looking for sites where they can have a shovel in the ground as quickly as possible, this program gives Indiana an advantage when it comes to competing with other states for new investments and new jobs,&#8221; said Mitch Roob, Secretary of Commerce and chief executive officer of the Indiana Economic Development Corporation.  &#8220;We want to make the site selection process as easy as possible for prospective companies looking to bring new jobs and investment to our state.&#8221;</p>
<p>In June, Medco Health Solutions (NYSE:MHS) announced it would expand its planned automated pharmacy facility at AllPoints at Anson, adding 160 additional new jobs. The 452,000 square-foot automated pharmacy facility, located on a &#8216;shovel ready&#8217; site in Whitestown, is scheduled to be completed this fall. By 2012 Medco anticipates the facility, along with the company&#8217;s personalized medicine research center, will employ approximately 1,400 associates.</p>
<p>Passed in the 2005 legislative session as part of Governor Daniels&#8217; jobs agenda, &#8216;shovel ready&#8217; sites are certified by the state&#8217;s Fast Access Site Team that consists of representatives from the Indiana Economic Development Corporation, Governor&#8217;s Office, Indiana Department of Natural Resources, Indiana Department of Environmental Management, Indiana Department of Transportation, Indiana State Department of Health, Indiana State Department of Agriculture and the Indiana State Department of Homeland Security.</p>
<p>Certified sites have been eligible for matching grants to assist with eligible costs associated with applying for the shovel ready program.  These sites are listed on the Indiana Economic Development Corporation&#8217;s Site and Building Database at <a href="http://www.indianashovelready.com.">www.indianashovelready.com</a>. This online resource allows site selection consultants and businesses to research available commercial and industrial properties that are available for quick development and investment.</p>

			<content:encoded><![CDATA[<p><strong>RICHMOND, Ind.</strong> (Sept. 1, 2009) – Jason Finishing Group, an international industrial abrasives maker, announced today that it will expand its operations here, creating nearly 50 new jobs by 2012.</p>
<p><span id="more-214"></span></p>
<p>Jason Finishing, comprised of Osborn brush products and JacksonLea buffing and polishing products, will invest $550,000 to relocate its North Carolina-based buff manufacturing division to its existing Wayne County facility.  Jason Finishing currently produces industrial wire, nylon and other brushes for metal finishing, cleaning and polishing and, with the addition of JacksonLea buffs, will also produce cloth and abrasive wheel buffs.</p>
<p>“We’ve heard it time and time again this year- companies need to make business operate more efficiently in these unprecedented economic times and today, Richmond is the beneficiary of new jobs,” said Governor Mitch Daniels.</p>
<p>The company employs more than 2,000 employees across 12 countries and plans to begin hiring machine operators this fall.</p>
<p>“In only 5 years from its greenfield start, our Richmond brush-making operation has evolved into a lean, world-class operation with a strong management team, engaged employees and a great location central to our North American customer base.  As we sought to optimize our manufacturing efficiencies, relocation of manufacturing into our best–performing plant in Indiana was a very easy decision,” said Rich Halen, president of Jason Finishing – North America.</p>
<p>Founded in 1887 as a division of Jason Inc., the Osborn International division of Jason Finishing manufactures over 3,000 types of brushes for industrial and retail customers in more than 90 countries.</p>
<p>The Indiana Economic Development Corporation offered Jason Finishing up to $225,000 in performance-based tax credits based on the company’s job creation plans. Wayne County will provide a $132,000 general purpose grant to assist with relocation costs and a training grant up to $25,000 at the request of the Wayne County Economic Development Corporation.  The city of Richmond will consider additional property tax abatement.</p>
<p>“We are gratified by Osborn International’s decision to expand here,” said Richmond Mayor Sally Hutton. “The company opened here in 2004 and this will be the third expansion of its local plant. It says a lot about the quality of the Richmond area’s workforce and business conditions when a successful company continues bringing additional work to Wayne County.”</p>
<p>Today’s announcement from Jason Finishing Group adds to the growing list of companies choosing to relocate out-of-state operations to Indiana this year.  To date, the consolidation effort has netted thousands of new job commitments and more than $100 million in committed capital investment.</p>

			<content:encoded><![CDATA[<p><strong>(Richmond)</strong> Richmond Casting Company will receive a $200,000 economic development income tax (EDIT) grant from the Economic Development Corporation of Wayne County (EDCWC) to assist with retention of jobs and local investment.  Richmond Casting Company was recently purchased by president of the company and Wayne County resident, Gill McBride.</p>
<p><span id="more-4"></span></p>
<p>As the new owner, McBride ensures 37 full-time jobs paying competitive wages and benefits as well as offering a profit sharing program will remain a vital part of the economic base of Wayne County.  McBride says that with the state of the foundry industry in the U.S. “any potential owner could have purchased the company, closed the foundry and moved the business to another location in another state”.  He added, “Part of the reason I wanted to purchase the company was to keep the investment and jobs in Wayne County”.   McBride says nothing will change now that he owns the foundry.</p>
<p>According to Jeff Jackson, EDCWC board chairman, “Richmond Casting is a retention project for the Economic Development Corporation (EDC). The community is fortunate that someone locally purchased the company or those 37 jobs, investment and tax revenue were at risk of being lost. This is an example of why the EDC is emphasizing its focus on existing business. Helping to keep the jobs we have is our most important task in this economy.”  EDCWC board of directors approved the EDIT request at the regularly scheduled September board meeting.  The request was also approved by the Wayne County Board of Commissioners. The money will come from the county’s consolidated EDIT fund.</p>
<p>Richmond Casting pours gray and ductile iron and produces a number of different types of iron castings.  Products manufactured by the company include the gray iron practice nose cone for the 2.75 rocket fired by the Apache Helicopter used in pilot training, Ductile iron nose cones for the 2.75 rocket fired by the Apache Helicopter that become a live round after machined and assembled at another location, and parts for military vehicles.  Richmond Casting also manufactures parts for the railroad, trucking and construction industries.  Richmond Casting ships all over the U.S. with their parts used to construct equipment that is then shipped to several countries including France, Canada, Italy and Australia.</p>
<p>Richmond mayor Sally Hutton say she’s pleased the company will remain in Richmond, “We are extremely pleased that Mr. McBride has chosen to acquire the Richmond Casting Company and keep it in Richmond.  Richmond Casting plays an important role in Richmond’s diverse economy and we look forward to working with Richmond Casting Company in the years to come.”</p>
<p>President of the Wayne County Board of Commissioners Ken Paust agrees stating, “I am pleased that we were able to work with Gill McBride to retain Richmond Casting Company.  Gill has worked hard to grow Richmond Casting over the years and provide quality job opportunities here.  With his purchase of the company we will be able to retain those good paying jobs and have the added benefit of another quality company with local ownership.”</p>
<p>McBride has been with Richmond Casting Company for 26 years.  He started out as a quality inspector in 1983 and moved his way up to president in 2006.  He says he’s had a good partnership with former owner Joseph E. Garrity.</p>
<p>The county’s consolidated EDIT fund exists through funding provided by partnering towns in Wayne County who have agreed to provide half of their EDIT proceeds yearly for county-wide economic development.  Partners in county-wide economic development currently include the towns of Cambridge City, Centerville, East Germantown/Pershing, Milton, Richmond, Whitewater, Mt. Auburn and Wayne County.</p>
